Pricing & procurement FAQ
- How do we actually purchase this?
- Purchase order and invoice. Most agencies can buy on a purchase order, subject to their own procurement rules (state and subrecipient thresholds can be lower than the federal $15,000 micro-purchase threshold). We provide a W-9 and vendor forms the same week.
- How many users does a Pro plan include?
- Up to 10 named users for $7,500 a year, with the full feature set and the 90-day trial. A user is a named staff login in your agency's workspace. The Free plan includes 3 users, and Pro + Launch has no user limit. Larger Pro teams are priced on request. Roles: agency admins manage users, planners make changes, and viewers have read-only access. Every named user, including viewers, counts toward the plan's limit.
- What happens when the 90-day trial ends?
- Your workspace auto-downgrades to Free. Nothing is deleted: your feeds, projects, scenarios, and reports stay and stay viewable for internal reference. Re-generating an official board-ready, FTA-format, or public-engagement export requires an active Pro subscription.
- Who owns our data?
- You do. GTFS in, GTFS out; reports export as PDF, Word, and JSON. Each agency's workspace is isolated, and we don't sell or share your data.
- Does this certify our Title VI compliance?
- No tool can. The equity analysis follows the method in FTA Circular 4702.1B (the four-fifths test, major-change triggers, service and fare equity), and its reports are working documents for your agency and counsel to review and adopt. DOT changed its Title VI regulations in June 2026 (final rule 91 FR 35424 removed the disparate-impact provisions), so check current requirements with your FTA regional civil rights officer. The full methodology is published for review.
- Does a small agency need a service equity analysis?
- Under FTA Circular 4702.1B, service and fare equity analyses were required of fixed-route agencies with 50 or more vehicles in peak service in an urbanized area of 200,000 or more, and DOT's June 2026 rule removed the disparate-impact provisions those analyses rest on. Your board, public hearings and grant applications may still ask who a change affects. Transit Planner gives you that answer on your own data; it doesn't decide what your agency must file.
- We're a very small rural agency. Is Free really enough?
- For planning, GTFS management, stop surveys, and demographic maps, yes, forever. Pro is for the analysis and reporting work: equity analysis and the Title VI Program, the ADA assessment, NTD prep, and board reporting.
