Equity

See who a service change affects

Before a change reaches a public hearing, know who it helps and who it burdens. Transit Planner works it out on your own GTFS and Census data.

What the analysis shows

Who lives along the change

Minority and low-income populations from the Census ACS, joined to the affected routes and stops.

Who gains and who loses

Service gained and service lost, and by how much.

The four-fifths method

Disparate impact and disproportionate burden, tested with the four-fifths method.

Documented publicly

The method is published in full, so your counsel and your reviewers can check it.

ProService-change equity analysis is part of the Pro plan, and the 90-day trial includes it. See pricing →

Know before the hearing

Say a proposal trims midday service on three routes. Which neighborhoods lose service, and what share of the people there are minority or low-income? With your GTFS and Census data loaded, you can check that while the change is still a sketch.

Which of this year’s proposed changes would you check first?

What your agency must file

Transit Planner shows who a service change affects. It is not legal advice. Your counsel and your FTA regional civil rights office are the authorities on what your agency must file.

Frequently asked questions

Is a service equity analysis still required?
On June 11, 2026, the U.S. DOT removed the disparate-impact provisions from its Title VI regulations (91 FR 35424). FTA Circular 4702.1B, which this analysis follows, had not been revised as of October 2026, and its service equity analysis applied to fixed-route agencies with 50 or more peak vehicles in an urbanized area of 200,000 or more. Check your current obligations with your FTA regional civil rights officer or counsel.
What method does it use?
The FTA Circular 4702.1B four-fifths method, documented publicly at planning.lmailabs.ai/methodology.
Where does the demographic data come from?
The U.S. Census Bureau’s American Community Survey, joined to your routes and stops.
